Brief Description:

Lead the development and execution of strategic market access plans to secure optimal payer coverage and patient access for assigned products. This role involves collaborating with various stakeholders, including Managed Care organizations, Government agencies, and Regional and Hospital Institutions, to ensure the products are accessible and reimbursed appropriately.

He/She should have a deep understanding of the country and regional healthcare system and political environment, regulatory agencies, patients’ associations and of the payer / HTA environment. Lead, develop and execute the local and regional market access projects including formularies and special funding projects/risk.

Essential Functions/Responsibilities:

  • Strategic Planning: Develop and implement comprehensive market access strategies to support product value proposition.
  • Pricing and Reimbursement: Analyze, recommend pricing and reimbursement strategies and lead negotiations with HA. Work cross functionally with PRMA the regional team and Deep understanding of MA and P&R policies, anticipate new legislations and the impact on our portfolio.
  • Stakeholder Engagement: Build and maintain relationships with payers, healthcare providers, and other key stakeholders.
  • Market Analysis: Conduct market research and analyze data to identify opportunities and threats in the market access landscape.
  • Regulatory Compliance: Ensure all market access activities comply with local regulations and industry standards.
  • Budget Management: Oversee the market access budget and ensure cost-effective use of resources.
  • Team Leadership: Lead and mentor a team of market access professionals.

Institutional relations:

  • Identify appropriate key stakeholders and establish meaningful and lasting relationships with key influencers and decision makers of the various bodies involved in patient access to our medicines to facilitate optimal market access for new products and to maintain/optimize market access for existing products.
  • Negotiation of contracts and drug prices with the national authorities
  • Build professional relations with the health authorities in Spain and Portugal
  • Advance company interests and positions (including legislative developments) in pharma industry's local trade associations (ie Farma Industria)
  • Development of the communication strategy on the value and the medico economic advantages of the products, aimed at health authorities and deployed by commercials team to regional authorities and Hospital decision-makers.
  • Positioning of the company as a partner of the health authorities, guarantor of the sustainable reputation of the company

Team and transversal management:

  • Management of the human resources of his/her organization if necessary (recruitment, evaluation, training skills development) in connection with HR and the training department.
  • Support, educate and advise the product teams (especially field-based employees in sales/medical) on health economic, pharmacoeconomic and funding systems.
  • Coordination with the Market Access Global / HEOR department to outline reimbursement options for pipeline products, identify and rank key differentiators of value for superior HTA outcomes, help guide price potential and pricing and reimbursement timelines, and provide recommendations for global evidence package requirements

Systemic vision and understanding of health issues:

  • Have a deep knowledge of the bodies involved in the assessment of health technologies and the expectations of each of their members (doctors, patients, ministries, payers ...)
  • Control the drug pricing system and ensure regulatory and legislative monitoring.
  • Ensure consistency between global, European and JP Iberia company policy. As an important EU region, support regional launch objectives through collaboration with regional and country teams to align and optimize launch timings, while sharing early access and launch learnings.
  • Have medical and public health knowledge related to the field of application of the product (s)
  • Obtain cross functional input and reach alignment/endorsement in market access strategy and action plan.
  • Lead and Embed market access plan in brand planning process, provide support and insight in the brand strategy and operational plans & activities.
  • Manage transversal projects with multidisciplinary teams: medical, regulatory, marketing, legal, finance...

Required Knowledge, Skills, and Abilities

  • Excellent analytical, communication, and organizational skills.
  • Documented track-record in developing, delivering, and implementing National reimbursement and patient access strategies.
  • Experience in the field of onco-hematology and / or neuroscience.
  • Experience in working cross-functionally; self-starter with a strong sense of personal accountability as well as the ability to work in a cross-functional team.
  • As a member of the management committee, demonstrates leadership, anticipation, adaptation and understanding of the drugs environment.
  • Adaptable, proactive, solution oriented and committed to work in a dynamic work environment.
  • Knows how to work in a regulated and complex environment in perpetual evolution as well as in teams and make decisions to set priorities, based on the impact, the feasibility and the optimal use of resources.
  • Strong negotiation skills and problem-solving capabilities. Ability to influence and build effective relationships with business partners.
  • Master the techniques of mediation and negotiation to develop, in confidence and diplomacy, the spirit of partnership with institutional interlocutors.
  • Strong oral, written and interpersonal communication skills and a great ability to convince and to express oneself in public.

  • Ability to manage competing priorities with a sense of urgency. Analytical capacity, strategic vision and ability to develop national or more local access strategies (i.e. local contracting solutions).

Required/Preferred Education and Licenses

Educational Background:

  • Bachelor’s degree in business, Marketing, Health Economics, or a related field.
  • Advanced degree (MHA, MPH, MBA, or PhD) with a focus on health economics, public health, or business administration is highly preferred.

Experience:

  • Experience in market access, pricing, and reimbursement within the pharmaceutical or biotechnology industry.
  • Proven track record of successful market access strategies and payer negotiations.
  • Experience working with both public and private healthcare systems in Spain and Portugal.

Technical Skills:

  • In-depth knowledge of health economics, outcomes research, and pricing strategies.
  • Familiarity with local healthcare regulations, reimbursement processes, and payer landscapes in Spain and Portugal.
  • Proficiency in data analysis and interpretation to support market access strategies.

Leadership and Management:

  • Strong leadership skills with experience in managing and mentoring a team of market access professionals.
  • Ability to lead cross-functional teams and collaborate effectively with internal and external stakeholders.

Communication and Interpersonal Skills:

  • Excellent verbal and written communication skills in both Spanish and English; Portuguese proficiency is a plus.
  • Strong negotiation and influencing skills to build effective relationships with payers, healthcare providers, and other key stakeholders.

Analytical and Strategic Thinking:

  • Strong analytical skills to assess market trends, identify opportunities, and develop strategic plans.
  • Ability to think strategically and make data-driven decisions to optimize market access and reimbursement outcomes.

Regulatory and Compliance:

  • Thorough understanding of regulatory requirements and compliance standards related to market access and reimbursement.
  • Ability to navigate complex regulatory environments and ensure adherence to local laws and industry standards.
